I think it is a fancy bathroom (i.e. the toilet paper never runs out) for the hospital CEO/administrator types. I think that only people who handle paper (not patients) are the ones who have keys to it.
*I''m not trying to sound bitter, this is just a guess based on past experience.

Data center replete with general ledger hosted upon an AS400 and other myriad of IT components - routers, switches, hubs; cooling system hopefully, with fire supression equipment and cooling ability; and the ever present EPIC system hosted upon a UNIX box.

Usually data center manager has the key - even CIOs in well run places don't have keys as they are not required nor "necessary" personnel to have access.

Okay so maybe I'm going in a crazy wild direction here, but the Kinks was a British Invasion band of the 60s (and 70s and 80s...) and Paper Trail is the name of an album by TI, so why not:

It is either a room that used to house the hospital radio station or ballroom or a mini casino or maybe more simply it is the PBX room.

The CEO has the key. Or the House Soup (cmon peeps, we all know the House Soup runs the hospital... especially at night).

Alternately, I don't think that anybody has guessed this one:

I'm pretty sure these are a myth, but is it a special room where you can go and dictate without alarms going off in the background, nurses asking questions, and other noises?

If it is, then I'm pretty sure that no one has the key because I know I've never heard someone dictating use such a room.
